Katiba Institute(KI) has written to the County Government of Homabay seeking information regarding the construction of the new county headquarters. This request is under Article 35 of the Constitution and the Access to Information Act Cap: 7 M, Laws of Kenya.

In a letter dated 12 March 2025, KI sought the following information from the County Government of Homabay:

1. Minutes of the County Executive Committee meeting where approval was granted for the construction of the new county headquarters.
2. Copies of any County Assembly approvals granted for the County Executive Committee to construct the county headquarters through a lease-to-own scheme/ arrangement or any such financing agreement.
3. Copies of any County Assembly approvals granted for the County Executive Committee to raise a loan and/or to incur any liabilities, including any contingent liabilities associated with the construction of the county headquarters.
4. Copies of any approvals granted by the National Government for the lease-to-own financing model adopted by the County Executive for the construction of the county headquarters.
5. A copy of all agreements entered into between the County Pension Fund (CPF) and the County of Homabay for the construction of county headquarters.
6. A report detailing the financial obligations imposed by the project on the county of Homabay or its residents, including any contingent liabilities associated with the implementation of the project.
7. A statement detailing the current status of the project, including copies of any reports prepared in relation to the progress made in the implementation of the project since commencement.
