Call for Expression of Interest: External Project Evaluation
Katiba Institute designed and implemented the project “Empowering State Institutions and Citizens to Use Access to Information for the Promotion of Human Rights and Good Governance.” The project was informed by KI’s mandate to promote full and effective implementation of the Constitution and by prior experience working with communities, HRDs, public institutions, and the judiciary. It recognised that access to information is a legal right and a catalyst for strengthening citizen–state engagement, improving service delivery, preventing corruption, and responding to human rights violations.
As the project comes to an end, Katiba Institute seeks to engage an external project evaluator to assess the performance and impact of the project, examining how effectively it strengthened the capacity of state institutions to disclose public information, empowered community groups, civil society organisations, human rights defenders, and media actors to use access to information to demand accountability, and contributed to improved governance and protection of human rights. The evaluation will assess the relevance, coherence, effectiveness, efficiency, outcomes, impacts, and sustainability of the project’s interventions, identify lessons learned and good practices, and provide recommendations to inform KI’s future programming, litigation, advocacy, and institutional learning on access to information, civic engagement, and human rights.
